Lt Col Rae has been a keen volunteer since 1926. During the war he was second-in-command of the SRA (V) Battery. Rae was made a POW of the Japanese on the fall of Singapore and was incarcerated in Changi prison form 1942 to September 1945. He rose to be Commandant of the Singapore Volunteer Forces [liaison] in 1950. As prisoner of war his work for the welfare of volunteers was of the highest order. He was of great assistance in the reformation of the volunteers, being one of the first officers to offer his advice and services in the preliminary stages. Since then he has carried out his duties with the greatest keenness and devotion, and is a pattern and an inspiration to all other members of the Volunteer Corps.
